More than the event needs, fewer than a year's supply. Per-piece cost drops steeply with quantity so short runs are poor value, but a flyer with a date or a price on it is worthless the moment either changes. Print a big run of the evergreen version and a small run of the dated one.
Gloss for anything with photography — the coating holds color and detail that uncoated stock absorbs and flattens. Uncoated if people will write on it. For most promotional flyers, gloss is the right default and it is what these run on.
